- CNWR & CVCA Irrigation and MaintenancePRE-SOLICITATION NOTICEIrrigation and Maintenance Services at Cibola National Wildlife Refuge (CNWR) and Cibola Valley Conservation Area (CVCA)This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting a proposal will be contained in the solicitation documents to be issued on or about December 30, 2025, posted to SAM.gov website. No documents will be available until the solicitation is issued. The U.S. Department of Interior (DOI), Bureau of Reclamation, Lower Colorado Basin (LCB), has a requirement for irrigation and maintenance services at Cibola National Wildlife Refuge, Cibola, Arizona and Cibola Valley Conservation Area, Blythe, California. The Contractor shall perform irrigation and maintenance services at Cibola National Wildlife Refuge and Cibola Valley Conservation Area. Contractor shall provide all personnel, equipment, certifications, tools and materials to accomplish the services to be performed. The high-level objectives of this solicitation include use of farming equipment, efficient water use, chemical application, irrigation, site maintenance, and weed control. This requirement is restricted as a 100% Small Business Set-Aside.The North American Industry Classification System Code (NAICS) identified for this action is 115112 ¿ Soil Preparation, Planting and Cultivating with a corresponding Small Business Size Standard of $9.5M.This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR 13 Simplified Acquisition Procedures. The Government contemplates award of one firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period.
