The National Geospatial-Intelligence Agency (NGA) has issued a Commercial Solutions Opening (CSO) authorized by DFARS 212.70 for Collection Orchestration Decision Engine (CODE) requirement; formerly known as Visualization Decision Support Tool (VDST). Under a CSO, NGA may competitively award proposals received in response to a general solicitation, similar to a Broad Agency Announcement (BAA), to acquire innovative commercial items, technologies, and services based on a review of proposals by scientific, technological, or other subject matter expert peers within NGA and their National System for Geospatial Intelligence (NSG) partners. Under this CSO, all items, technologies, and services shall be treated as commercial items.
The detailed CSO is posted on the Intelligence Community (IC)-Acquisition Research Center (ARC) Unclassified and Classified website, https://acq-ui.estfields.net or https://acq-ui.ace.proj.nro.ic.gov respectively, under "Collection Orchestration Decision Engine". Questions and responses may be submitted via the Unclassified or Classifed ARC however please note additonal attachements are posted on the Classified ARC due to the security classification of the information within the documents.

For accessing the CLASSIFIED ARC, you must first create an account on the UNCLASSIFIED ARC at https://acq-ui.westfields.net/. Approximately two (2) working days after creating your UNCLASSIFIED ARC account, a CLASSIFIED ARC account will automatically be created for you. After waiting the two (2) days, on a TS//SCI system, go to https://acq.nro.ic.gov. Try to log onto the CLASSIFIED ARC using your use name and password that you created on the UNCLASSIFIED ARC.
