*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1),
with the University of Toledo, Toledo, OH for nonpersonal service to perform paleontological and sedimentological analysis on cyanobacteria and eukaryotic phytoplankton on sediment cores collected from Lake Erie

***The sole source determination is based on the National Oceanic and Atmospheric Administration-s (NOAA), Oceanic and Atmospheric Research (OAR), Great Lakes Environmental Research Laboratory (GLERL) is based on no other authorized source. Within the Great Lakes Region, and in close proximity to GLERL laboratory, there are only two reseach labs that could potentially provide us the research and results we are seeking in our statement of work. Other institutions do not have the equipment required and were not sought out based on collaborative conversations. Additionally, NOAA has been given the authority and has a Federal (HABHRCA Legislation S: 1254; 2018 PL 115-423) to monitor harmful algal bloom growth and toxicity in The Great Lakes.

Delivery for nonpersonal services and product units are from 4/1/2023 through 9/30/2026
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
