Description
This notice is a ‘Presolicitation Notice- and does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the presolicitation notice in accordance with FAR SubPart 5.2 Synopses of Proposed Contract Action in preparation for the anticipated release of a Request for Proposal (RFP). This posting is NOT a RFP and NRL is not seeking proposals at this time. NRL reserves the right to cancel this acquisition at any time.
Solicitation no. RFP #N00173-25-R-2440, titled “Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Systems Design and Development” is planned to be issued in May 2025 and will be competed via a 100% small business set-aside competition. The solicitation will use trade-off source selection procedures in accordance with FAR Part 15. Award is anticipated to be made in accordance with FAR SubPart 15.101.
The resulting contract is planned to be a single award, cost-plus-fixed-fee, level-of-effort (LOE) procurement. The period of performance will be for five (5) years. The anticipated LOE involved will be a mix of labor categories, to include key personnel, consisting of *800,000 hours for the total period of performance, divided per year.
*The total labor hours ultimately solicited and required under this contract may vary from the total noted above.
The North American Industry Code Standard (NAICS) is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The Product Service Code is AR13 Space R&D Services; Space Flight, Research and Supporting activities; Experimental Development.
