This Justification and Approval authorizes the use of other than full and open competition under FAR 16.505(b)(2)(i)(B), whereonly one awardee is capable of providing the supplies or services required at the level of quality required because the suppliesor services ordered are unique or highly specialized to modify an existing contract awarded to Integrated Solutions for Systems(IS4S). The modification provides additional travel funding in support of the Common Modular Software Defined Radio (cMSDR)team.
