For this operation, the IDB intends to contract consulting services described in this Request for Expressions of Interest. Expressions of interest must be delivered using the IDB Portal for Bank Executed Operations ( http://beoprocurement.iadb.org/home) by April 1st, 2021, 5:00 P.M. (Washington D.C. Time). The consulting services (β€œthe Services”) include the design of a Spatial Data Infrastructure System (SDI) in Venezuela and the implementation of its pilot version to test the SDI in a specific state of the country. The consultancy will be performed during the second and third quarter of 2021. Eligible consulting firms will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policy for the Selection and Contracting of Consulting firms for Bank-executed Operational Work - GN-2765-1. All eligible consulting firms, as defined in the Policy may express an interest. If the Consulting Firm is presented in a Consortium, it will designate one of them as a representative, and the latter will be responsible for the communications, the registration in the portal and for submitting the corresponding documents. The Plan PaΓ­s includes investments proposals in basic services and infrastructure in various sectors, including water, energy, transportation, sanitation, health, education, telecommunications, among others. The IDB Housing and Urban Development Division (HUD) approved the technical cooperation project β€œSupport for the Territorial Development of Venezuela” (VE-T1052). Its main objective is to support the Government of Venezuela in formulating a territorial development strategy to facilitate prioritization and policy-making processes that allow them to address the serious economic and social crisis that the nation is going through. The TC will finance the development of tools that support the formulation of a territorial strategy for the Plan Pais, including the development of a Spatial Data Infrastructure System (SDI); gathering georeferenced data and geospatial studies; and the institutional and regulatory framework analysis associated with decentralization and territorial policy. In this context, this consultancy aims to design a Spatial Data Infrastructure System (SDI) for Venezuela, and to implement its pilot version to test the SDI in a specific state of the country. The System should provide the georeferenced information required to support the prioritization and policy formulation processes in the urban development and territorial planning sector. The consultancy work will be organized in three phases: (i) development of a secondary research (benchmarking) that compares SDI experiences from other Latin America and the Caribbean (LAC) countries to identify the most relevant models for Venezuela; (ii) carry out a comprehensive diagnosis of the availability of data (inputs) for the effective operation of an SDI, including an assessment of its governance and availability; and (iii) the implementation of the SDI pilot version in a specific state of the country, that will be selected later by the IDB, the PP and the consultancy firm. The selected consultancy firm will conduct the following activities, among others, related to each phase: A. Secondary research (benchmarking): β€’ Review of relevant SDI-s examples, mainly in the LAC region. β€’ Evaluate the relevance of the examples for the Venezuelan case, considering the variety and quality of functions and the implementation feasibility in a β€˜data scarcity- context. β€’ Conduct a participatory selection of relevant examples with the IDB and the PP. β€’ Identify a set of indicators or territorial variables applicable for the SDI in Venezuela. B. Data and institutional diagnosis: β€’ Based on the selected SDI models in phase A, evaluate the quality and reliability of previously identified geographic data to verify its eligibility. Identify and analyze the existence of other geospatial / cartographic information systems in Venezuela. β€’ Based on data gaps, identify new sources of information that need to be collected, placing special emphasis on open dynamic databases (such as OpenStreetMap, or Population Density Maps, etc.) and on alternative methods or proxy for data collection2 . β€’ Based on the analysis of technological solutions in the international market, develop a diagnosis that will allow the proposal of technological options for the SDI in Venezuela. β€’ Identify the key actors relevant for the SDI implementation, including the PP, private sector, academia, civil society, among others. 2 All data to be integrated must be open, that is, published in its original source under licenses that allow free access and reuse. C. Pilot project implementation: β€’ Implement the SDI pilot version using the stack of suitable technologies (identified during benchmarking) that integrates the available geographic data (identified during the diagnosis). The pilot should allow the development of a strategic territorial analysis of the selected state. The use of Open Source tools that do not require the payment of user licenses (such as GeoServer, Geonode, etc) is preferred. β€’ Based on the pilot implementation, elaborate preliminary recommendations for a long-term SDI implementation.
