Department of Veterans Affairs Veterans Health AdministrationProgram Contracting Activity Central (PCAC)April 25, 2025PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Cookeville Community Based Outpatient Clinic.100% SDVOSB SET ASIDEThis is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Cookeville Community Based Outpatient Clinic. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (33) thirty-three months.The Tennessee Valley Healthcare System (TVHS) has received Congressional approval to expand and improve access and healthcare services to Veterans. TVHS is working with Construction and Facility Management along with Office of Property Management to secure award of construction of build to suit clinical spaces in several cities in middle Tennessee and southern Kentucky to answer this call. TVHS has received approval for procurement of clinical space in the Cookeville, TN area. This Community Based Outpatient Clinic will offer primary, specialty, mental health, and additional services to Veterans in the Cookeville area. The clinic will be approximately 45,000 net usable square feet and will greatly improve access and services in the area.This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37.
