This tender seeks to engage the services of a firm to conduct the Final Evaluation of UNDFs Pacific Insurance and Climate Adaptation. This evaluation is being conducted in accordance with UNCDF's commitments under its Evaluation Plan 2022-2025[1] and in line with UNDP's Evaluation Policy[2] (to which UNCDF is party) which sets out a number of guiding principles and key norms for evaluation in the organization following the Norms and Standards of the United Nations Evaluation Group (UNEG)[3].The objective of the evaluation is to focus on the effectiveness, likely impact and sustainability of the programme to date; it will also revisit the question of relevance/appropriateness of design in comparison - if possible - with other approaches/programmes to address key challenges of financial preparedness of Pacific governments, organizations, communities and households to be more resilient against climate change and natural hazards. Critical to this evaluation is the assessment of the effectiveness, impact and sustainability of the intervention and instruments in promoting inclusive digital economies that support women and men and their families toward financial inclusion, resilience, and equality.
