• This is an INTENT TO SOLE SOURCE NOTICE only. The Department of Veteran Affairs, Network Contracting Office (NCO) 16, intends to issue a sole-source contract under the authority of 41 U.S.C 38 U.S.C. 8127 8128 VAAR 819.7008Â (Sole source awards to verified service-disabled veteran-owned small businesses), to All American Express Solutions LLC., located at 5101 Decatur BLVD, Indianapolis, IN 46241. Services will be for six (6) months and from 04/01/2026 through 09/30/2026 under NAICS 492210 The contractor shall provide courier services to receive, manifest, transport, and deliver soiled medical equipment and instruments from the Southeast Louisiana Veterans Health Care System. This action will result in a firm-fixed-price service contract. This notice of intent is not a request for quotations; due to the unique characteristics needed for this service All American Express Solutions LLC. is the only responsible source and no other supplies or services will satisfy agency requirements. REQUIRED SERVICES: The contractor shall receive, manifest, transport, and deliver soiled medical equipment and instruments from the Southeast Louisiana Veterans Health Care System. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement not later than 03/30/2026 at 8:00 AM CST, to marcus.sidney@va.gov .
