  COMBINED SYNOPSIS/SOLICITATION
  Procurement of a Cryomill
  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures.
  The due date for quotation is 1/6/202, 1:00pm EST
  This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01 effective November 12th, 2024.
  
  The associated North American Industrial Classification System (NAICS) code for this procurement shall be 334516- Analytical Laboratory Instrument Manufacturing with a small business size standard of 1000 employees.
  
  This acquisition is being procured as a 100% small business set aside and a Brand Name Only competition.
  
  Brand name justification is as follows:
  
  The required cryogenic grinding mill must have, for safety reasons, a closed cryogenic cooling system (no potential exposure of the operator to liquid nitrogen). The mill must be versitle having the ability to maintain very cold milling temperatures (-180 C to -196 C) in order to grind all polymeric materials at temperatures below their glass transition temperatures. It must also have the capability to hook up to a large liquid nitrogen source (180L) to allow for extended milling times. The purchased mill must also be capable of milling (under both wet and dry conditions) at ambient temperatures in order to grind other materials needed for this project.
