- THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP). Fax responses and non-electronic responses will NOT be accepted. All responses must be submitted on-line through the SWIFT Supplier Portal before the Event Due Date and Time. Late responses will not be accepted. PURPOSE. The purpose of this Solicitation/Event is to receive responses and award a contract with a vendor(s) to provide Current Model Year or Newer Automobiles to the State of Minnesota and Cooperative Purchasing Venture (CPV) members, on an as needed basis.
