Dear Industry Partners,

The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is pleased to share the DRAFT Request for Proposal (RFP) for the upcoming Cellular Wireless Managed Services (CWMS) 3.0 Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Please note that these documents are in draft form, and proposals are not being requested or evaluated at this time. Any proposal information received will not be reviewed nor considered by DHS. No contractual obligation on behalf of DHS whatsoever shall arise from the DRAFT RFP.

Respondent Instructions: DHS invites all interested vendors to review the attached RFP and provide questions and/or comments. DHS does not intend to issue direct responses to individual questions and/or comments at this time. DHS will consider all questions and/or comments in finalizing the CWMS 3.0 RFP and for inclusion in the final solicitation and will make an effort to ensure improved clarity for elements that prompt questions and/or comments. All questions and/or comments shall be provided using the Excel file entitled “Template for Questions and/or Comments on CWMS 3.0 Draft RFP”, which is posted on www.SAM.gov along with these draft RFP and SOW documents. All questions and/or comments shall be submitted via email to Sohl Han, at Sohl.Han@hq.dhs.gov, and Nicole Belanger, at Nicole.Belanger@hq.dhs.gov, no later than 2 pm Eastern Time on June 30, 2025. DHS will only consider questions and/or comments provided in full accordance with the Template for Questions and/or Comments on CWMS 3.0 Draft RFP received by the submission suspense date and time.
