Description:
The WBG isseeking to hire a consulting firm to develop a package of globalresources, or toolkit, on cyber security for the financial sector. The toolkitwill consist in a series of technical notes andimplementation/operationalization tools (guidance, questionnaire) on specificaspects of cyber security in the financial sector, with description of best practices and internationalbenchmark (how this is done by the most advanced financial sector authorities,based on country examples), and template/recommendations on how to implementand operationalize through World Bank operations.The scope of work would cover the following:(1)Review of the key elements of the cyber security framework in the financial sector in a sample of jurisdictionsa.Conduct a desk review of the key elements of the cyber security framework in the financial sector in a sample of jurisdictions. i.The desk review would include high level information on: 1. legal, regulatory and supervisory framework; 2. institutional arrangements and governance; 3. practices, standards and methodologies used for cybersecurity in the financial sector, for financial institutions (banks and non-banks) and financial services/products. b.Gather detailed information for the identified jurisdiction through discussions with the financial sector authorities and other stakeholders. The WB will facilitate contacts with relevant financial sector authorities.i.Synthesize findings by themes.(2)Produce a technical note for a selection of key topics, with examples extracted from the country case studies.
