This is a Notice of Intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institute of Health, Clinical Center (CC) intends to award a firm-fixed priced purchase order to BECKMAN COULTER LIFE SCIENCES, INDIANAPOLIS, IN 46268 on a sole source basis to acquire CytoFLEX V5-B5-R3 Flow Cytometer, CytoFLEX Plate Loader, and Service Installation. BECKMAN COULTER LIFE SCIENCES is the only vendor/manufacturer that can provide the instrument with 3 active lasers capable of 13 color detection. This level of detection is critical for the complex phenotyping panels intended to run.
The included 96-well plate loader will enable high-throughput screening of samples in a way that minimizes user error, utilizes less input and requires less reagents. Additionally, to reduce cost and consumables needed for our testing, we need a flow cytometer capable of calculating absolute cell counts without the need for reference beads and a syringe pump sample delivery system.
This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
