Description
The U.S. Army Corps of Engineers (USACE) Europe District intends to issue a solicitation for an Indefinite-Delivery Indefinite-Quantity Design-Build and Design-Bid-Build Multiple-Award Task-Order Contract (DB-DBB MATOC) for construction projects in Bulgaria, Kosovo, and Albania. The DB-DBB MATOC will have a five-year ordering period with a maximum capacity of $49M shared amongst the awardees. The MATOC will expire at the end of the ordering period or when the maximum capacity is reached, whichever comes first.

The projects are for new facilities and real property repair and maintenance in support of U.S. Department of Defense and other U.S. agencies The work may include, but is not limited to, new building construction, general building repair and renovation, road and pavement repair, general environmental, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work (hazardous waste abatement and disposal).
The source selection will use the two-phase design-build and tradeoff procedures of FAR 15, FAR 16.5, FAR 36.3, and other regulations and supplements. The solicitation and Phase 1 requirements will be posted in the Procurement Integrated Enterprise Environment (PIEE) on or around August 1, 2025.
