RFI Background: IS supports the DCSA mission to protect classiο¬ed information and materials in the hands of cleared industry by ensuring compliance with 32 CFR 32 117 (National Industrial Security Program Operating Manual, NISPOM) and Executive Order 12829 as amended. Additionally, IS works in partnership with facility security officers and industry partners to ensure the protection of classiο¬ed information released under contractual obligations or research and development efforts. In order to continue to perform this mission in an evolving and increasingly complex environment, IS must continuously review, analyze, and update processes, procedures, organizational structure, and methods. IS continues to develop and implement initiatives that will drive consistency, improve performance, and provide for a more effective and efficient workforce. This contract requires contractors to provide operational support to include program management, resource development, technical support, research, analysis, communication, task management, risk identification for cleared facilities, collation of data sets, increased oversight of the FCL process/FOCI mitigation, and support to IS Senior Leadership.
The scope of the effort is to provide professionals who are trained in security and counterintelligence and who are knowledgeable of Executive Orders, Department of Defense (DoD) regulations and directives that govern National Industrial Security Program (NISP) implementation.
