- The GFF country engagement model incorporated a cadre ofcountry-based staff whose role has been to support the development,implementation and monitoring of GFF catalytic inputs to enhance country-ledprioritization and alignment for improved outcomes for women, children andadolescents. To date, this cadre has largely been staffed through shortterm consultants who have been managed by GFF Secretariat country focal pointsat the global level with in-country oversight by World Bank country officestaff through an individual approach to personnel management. To enhance this cadre-s capacity and operational efficiency,the GFF seeks to develop and implement a standardized competency-informedperformance management system. The GFF Secretariat seeks the services of afirm/consultancy to: Finalize a competency framework based on the core responsibilities in the GFF country coordinators job description Develop a competency assessment tool Outline a competency development plan and/or tools Develop standard operating procedures/processes to guide and/or inform performance evaluation and ongoing capacity development under a matrix management structure
