NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The U.S. Army Corps of Engineers (USACE) intends to award a firm-fixed-price sole source contract under the authority of FAR 13.106-1(b)(1)(i)—Only one responsible source and no other supplies or services will satisfy agency requirements.
The proposed contract is for the procurement refurbishes five of the six switchyard power circuit breakers (PCBs). Critical circuit breaker components will be replaced. Gas system seals will be replaced. PCBs will have controls tested and undergo industry standard electrical testing. The anticipated award date is on or before 30 December 2025. The applicable NAICS code is 811310.
This notice is not a request for competitive proposals and no solicitation document exists for this requirement.
Interested parties may submit a capability statement that includes sufficient technical detail, cost data, and proof of authorized distribution rights to demonstrate the ability to fulfill the requirement. Capability statements must be no more than six (6) pages, on standard 8.5 x 11-inch paper, in no smaller than 10-point font.
Only responses received by the due date will be considered. Incomplete submissions or requests for additional information without a capability statement will not be considered. The Government retains sole discretion regarding whether to proceed with this sole source action or to compete the requirement based on the responses received.
Capability statements are due by 2:00 PM Central Standard Time (CST), 9 September 2025, and shall be submitted via e-mail ONLY in Microsoft Word or Adobe PDF format to the designated Contracting Officer at the following address:
