Description
The U.S Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for:

Design-Build of Solar and Power Generating Systems
U.S. EMBASSY BEIRUT, LEBANON

The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract in the fourth quarter of Fiscal Year 2024.

The offeror shall provide complete design, construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe.

The solicitation requires design, supply, installation design and installation of power generating sets and solar energy systems with necessary site preparation works in the existing justice palace building at Jdeideh, Lebanon.

The Statement of Work includes but is not limited to the following:

Phase 1 - DesignThe Contractor shall provide all the human and material resources needed to complete and submit to the USG the engineering designs of the following items:

A. Removal of the existing power generating set and civil works needed to be executed in the electrical room.
B. Installation of the new power generating sets.
C. Installation of solar energy components including the support structure. The required system is a grid connected PV system with the ability to work with the diesel generator sets or public electrical network.

Phase 2 - InstallationsOnce all the design requirements are approved by the USG, the approved design documents shall constitute the construction documents of this project. The Contractor shall then proceed with the following construction phases:
