  • Expression of Interest are invited for Development of an Electricity Master Plan for the Aden Governorate in Yemen. Issue Date and Time: Aug 03,2023 06:04 Closing Date and Time: Aug 17,2023 23:59 For Years the Power Sector in Yemen has Faced Severe Challenges on Various Fronts; Including Huge Demand-Supply Gap; Aged Power Plants; Deteriorated Transmission and Distribution Network Together with under Resourced National Power Utility e.g.; Public Electricity Corporation (Pec) to Manage the Sector. Since the Advent of Hostilities in the Country and Damages to the Network and Plants; The Conditions have Substantially Worsened. Critical Funding Shortages Coupled with Lack of Professional Resources Responsible for the Operations; Maintenance; Planning and Development have Brought the Industry to a Critically Starved Situation. In Most Parts of the Country; The Availability of Public Electricity Service has Significantly Deteriorated or Ceased to Exist. Apart from being Aged; The Power Generating Plants Rely on Expensive Diesel or Heavy Fuel Oil (Hfo); Except the 340 Mw Marib-01 Power Plant Which is Based on Natural Gas. Most of the Cities Lack Access to Public Electricity Services; Including Major Cities Such as Aden; Sana-A; And Hodeida. With Persistent Shortage of Reserve Margins; The National Utility; Namely the Pec has been Forced to Shed Load as a Regular Feature in Order to Maintain the Supply-Demand Balance. Resultantly; The Mismatch between Supply and Demand is being Addressed by Using Both Demand Management and Demand Suppression methods.two Recent Studies have been Developed for the Goy to Address the Constraints to Power Sector Operations and Development in the Country. These Recent Studies Provide Insights into the Level of Investments that might be Needed to Dramatically Improve Electricity Services in Yemen. These Studies Include but are not Limited To: * Undp (2022) β€” β€œRenewable Energy & Recovery Investment Plan for the Short and Long Terms: Yemen”; Report Prepared for Undp; 18 July 2022; And* Fichtner & Hgla (2019); β€œHadramout Electrification Project Development Plan of the Period 2018-2040” Final Report; October 2019; Fichtner; Stuttgartaden is the Largest City of Southern Yemen. It is Also the Administrative Center of the Aden Governorate. Currently; Aden is the Temporary Capital Where the Internationally Recognized Government (Irg) is Operating.. For More Details about Aden the Bidders may like to Review the β€œAden City Profile” Prepared by Un Habitat under Funding from European Union (Eu) in 2020. The Main Objectives of the Assignment are:* the Overall Objective of the Assignment is to Develop an Electricity Master Plan (Generation; Transmission; Distribution) through Analysis of the Existing Conditions; Review of Recent Studies for the Country; Undertaking Updated Demand Forecasting Using Relevant Tools; Identifying the Least Cost and Economically Viable Means to Reinforce; Upgrade and Expand Aden-S Electricity Generation; Transmission; And Distribution Systems. The Master Plan shall be for Twenty Years along with Detailed Five-Year Investment Plan for the First Five Years (including Economic Viability and Desktop Environmental and Social Impact Assessment of the Investment Plan). The Masterplan shall be Based on Updated Information Related to Demand Forecast; Fuel Availability; Renewable Resources Assessment.* to Particularly Take into Consideration the Current Power System Status and the Comments on the Previous Planning Studies. Particular Attention and the Greatest Level of Details should be Given for the Short-Term Forecast Period (First 5 Years) of the Plan. The Study will Primarily Include the Aden-S Main Grid; But Also the Interfaces with the Neighboring Governorates to Facilitate Integration of the Aden Master Plan with the Overall Yemeni System Plans through Exchange of Electricity. Comprehensive Reports; Models and Databases shall be Provided by the Consultant for the Further Development of Aden-S Systems and Updates of the Plan as Needed.* Ultimately; The Master Plan would Aim at Improving the Pec-S Financial Performance and Fiscal Impact on Government Budget through a More Rational and Economic Planning of Investments; While Equipping the Sector with a Strategic; Integrated; And Cost- Efficient Long-Term Plan of the Aden-S Priority Investments. This Plan will Also be Relied upon by the Government in All Future Discussions with Donors or Investors Interested in the Sector. The Wbg Reserves the Right to Publicly Disclose Contract Award Information, including but not Limited to, Name of Company Receiving the Award, Brief Description of Services, and Contract Award Amount, for Any Contract Award Valued over Us$250,000. Offeror's Proposal and Contractual Documents will Remain Confidential and Therefore not Subject to Disclosure.
