• DK - Heart Butte Transformer Pad SOD PRE - SOLICITATION NOTICE 140R6026Q0033The Bureau of Reclamation-s Missouri Basin Regional Office intends to solicit a Request for Quote (RFQ) on or around April 10, 2026, as described in this Pre-Solicitation Notice. The RFQ will be issued via the Sam.Gov web page at https://sam.gov. The Bureau of Reclamation Dakotas Area Office (DKAO) has a need for a concrete transformer pad, installation of a CT cabinet, and other associated construction work at the Heart Butte Dam location near Lake Tschida, North Dakota.This procurement will utilize Far Part 13 procedures. The government intends to award a Firm Fixed Price purchase order to one vendor to accomplish this scope of work. The Contractor will be required to work with the Gran-Mor-Sou Electrical Cooperative (Utility) provider to ensure successful completion of the work tasks. The Utility will provide the transformer for the Concrete Pad and CT cabinets associated with this scope of work. The contractor will be required to perform, at a minimum, the following scope of work:• Construct reinforced concrete pads for a transformer and CT cabinet per Bureau of Reclamation specifications.• Install a grounding system including ground rods and conductors.• Furnish and install the following anticipated electrical components: o CT cabinet with dual disconnects (utility and generator power) rated at 1600A.o Main distribution panel with a minimum 48-pole main circuit breaker.• Install cable and conduit between the transformer and CT cabinet (two parallel buried runs, 6-inch PVC conduit, specified conductors).• Coordinate with Mor-Gran-Sou Electric Cooperative for transformer installation and CT/meter integration.• Submit detailed installation plans and equipment specifications for approval prior to performing the scope of work.
