Notice: This is a draft solicitation and bid responses and/or pricing are not being requested. This draft solicitation is being issued only for the purposes of market research and to obtain feedback from industry. The terms, conditions, provisions, clauses, plans, and specifications attached here are pre-decisional and may be changed prior to any formal solicitation being issued. If a solicitation is issued, the official solicitation, plans, and specifications would be posted to the Contract Opportunities module of the System for Award Management (SAM) website.
Further, if a formal solicitation is issued, note that the optional third maintenance bay (indicated as an option in the plans and specifications attached here) would be combined with the base requirement.
In lieu of the the pre-bid inquiry instructions (section 00 21 00, para. 5.3), please submit any/all questions, comments, or concerns to the POC indicated below no later than 2:00pm Pacific Time on Wednesday, 7 May 2025. Due to time constraints, answers to submitted inquiries may not be posted to Contract Opportunities, but would be addressed in any subsequent formal solicitation.
The Government intends to issue this solicitation on/after Thursday, 8 May 2025. Please monitor SAM for details.
DRAFT SOLICITATION: The USPFO for California intends to award a single firm-fixed-price contract for construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to construct a 24,564 sq ft Vehicle Maintenance Shop (VMS) at Bakersfield, Kern County, California. The VMS shall be of permanent construction in accordance with the project's plans and specifications. The scope of construction services shall include all utilities, information systems, fire detection and alarm systems, roads, walks, storm drainage, parking areas, and site improvements as specified in the plans and specifications.
