Description:
The City of Norfolk (“Owner”) is requesting Statements of Qualifications (“SOQs”) from interested general contractors, construction management companies, design-build teams, and/or architect-engineers firm that have experience in the design-build construction of parking structures and/or similar type facilities. From the responses received, the Owner intends to select a qualified Design-Builder to provide turn-key design and construction services for the East Street Lot Parking Garage.Project Description: The project includes the construction of a 450-500 space multi-level, free-standing open parking garage located on City-owned property at 100 East Street bordered by East Main Street and adjacent properties owned by the City of Norfolk and the Commonwealth of Virginia. The new parking garage will serve transient, permit, and event customers patronizing the City Hall and Harbor Park area. The parking garage will include access and revenue control equipment, office space, and other parking support features. Site work will include connection of water, sewer, power, and other utilities as necessary, landscaping and installation of concrete walkways to provide access. Work is desired to be substantially complete within 16 months from Notice to Proceed. The total estimated cost of the design and construction is approximately $15,000,000. The project-s complexity requires the need to utilize the design-build method. City Council determination and approval are provided in Exhibits A, B, and C in section 6.
