The Defense Commissary Agency (DeCA) is a component of the Department of Defense (DoD) reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to authorized commissary patrons. DeCA-s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness.
This non-personal services requirement is for eCommerce Doorstep Delivery Service. DeCA seeks to provide convenient and affordable doorstep delivery of commissary purchases to eligible patrons residing within a 20-mile radius of CONUS, Alaska, Hawaii, and Puerto Rico commissary locations.
This procurement is anticipated to be for 178 commissaries locations. The Awardee will be required to perform at 70 identified commissary locations at time of contract Award. For the remaining 108 commissary locations, the government may unilaterally exercise at any time, requiring the Contractor to perform the required effort at the additional location(s) as well. The government may only unliterally exercise the remaining location(s) once certain parameters have been met. Specific information pertaining to this requirement will be in the Request for Proposal.
This acquisition is anticipated to be solicited as Full and Open (Unrestricted). Offerors will be required to propose on all 178 locations identified. The solicitation is expected to result in one contact Award.
The anticipated Period of Performance (PoP) is a Base Year of April 18, 2025 - April 17, 2026 with four one-year option periods through April 16, 2030.
