Description
This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopsis of Proposed Contract Actions. This is not a solicitation. Offerors should not submit proposals until the solicitation is posted to SAM.gov.
The Department of Defense Education Activity (DoDEA) has a continued requirement for Educational Programs at Dover AFB, Delaware. The scope of the effort is to provide comprehensive K-12 education services in accordance with all federal and state laws and regulations. Services shall include special education programs for eligible Dover AFB dependents between 3 and 21 years of age in all appropriate settings. There are about 430 eligible dependent children residing on Dover AFB. This work includes providing food service, grounds maintenance, building maintenance, and student transportation services.
The applicable North American Industry Classification System (NAICS) code is 611110, (Elementary and Secondary Schools), and the applicable Product Service Code (PSC) is U099, (Other Education and Training Services). Interested offerors must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their proposals.
DoDEA intends to issue solicitation No. HE125425RE011 in support of this requirement. This requirement will be procured using FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. This requirement will be competed as unrestricted under full and open competition. The anticipated award contract type is a Firm-Fixed-Price, Indefinite-Delivery Indefinite Quantity (IDIQ) contract with a one (1) year base period and four (4) one-year option periods. The anticipated posting date of the solicitation is on or about 3 March 2025 with a tentative closing date on or about 1 April 2025.
