This is a combined synopsis/solicitation for commercial services prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-04 dated June 11, 2025. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 238220 - Plumbing, Heating, and Air Condition Contractors with a small business size standard of $19.0M. The solicitation number is 6923G525Q0638.**NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing.
SCHEDULE OF SUPPLIES/SERVICES: See Attachment B -Pricing Sheet.
DESCRIPTION OF WORK: The Contractor shall provide services to replace stainless-steel hydraulic piping at the Vertical Lift Gate at Eisenhower Lock.
CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12 and FAR Part 13, subject to the availability of funds.
CONTRACT PERIOD OF PERFORMANCE: The Contractor shall begin performance within 10 calendar days and complete within sixty (60) calendar days after receiving the notice to proceed. The Locks are expected to be dewatered on or about January 12, 2026. The contractor is expected to complete all work and demobilize off-site by March 13, 2026. Contractors will be allowed to access the site in advance of the winter shutdown to verify existing conditions and document as-built dimensions prior to system isolation and removal of the Vertical Lift Gate from service.
