Description
The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to solicit and award a commercial firm-fixed-price, sole source purchase order for the procurement of e-Journal Subscription Services for the United States Naval Academy (USNA), under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Elsevier, Inc. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
In order to sustain Library performance, support and advance the educational mission of the Academy, and provide the necessary resources to sustain faculty research agendas, the Nimitz Library must subscribe to key scholarly databases that provide engineering data and scholarly articles. These database subscriptions must provide the unique intellectual property necessary for the Academy-s specific educational and research needs.
