DESCRIPTION: The 17th Contracting Squadron at Goodfellow AFB, TX, is issuing a solicitation for EMCS Mainframe Upgrade at B3519 Civil Engineering Administration. The project consists of the Contractor upgrading the Emergency Management Control System mainframe with hardware, software, and installation. The Statement of Work is attached, please review carefully and completely. Period of Performance (PoP)/delivery period is one hundred eighty (180) days from date of award.*This is a brand name acquisition for Niagara Supervisor 4 software; see Attachment 3 for J&A. Niagara is a critical piece of equipment standardization that supports Goodfellow AFB.
TYPE OF CONTRACT AND NAICS: This RFQ will be for one (1) Firm-Fixed-Price (FFP) contract and will be made to the responsible Offeror whose quote conforms to the solicitation requirements and is the most advantageous to the Government. The North American Industry Classification System (NAICS) code for this project is 238220 - Plumbing, Heating, and Air-Conditioning Contractors, and the small business size standard is no greater than $19 Million.
TYPE OF SET-ASIDE: This acquisition is a 100% Small Business set-aside.
DISCUSSIONS: The Government intends to make award without discussions. However, the Government reserves the right to hold discussions if it is in the Government's best interest to do so.
