- Background and Context: ASEAN countries face challenges in translating mineral potential into investment due to fragmented regulations and limited institutional capacity. The enhancement of the ASEAN Minerlas Information System aligns with ASEAN-s Minerals Development Vision 2045 and Cooperation Action Plan IV, supported by the World Bank under the RISE Partnership. The objective of the assignment is is to design, develop, and deploy an enhanced AMIS platform that is user-friendly, interoperable, and sustainable. The new system will serve as a one-stop portal for regional mineral information, supporting policymakers, industry investors, and the public in accessing reliable data. The assignment is strictly analytical and advisory in nature and will result in a set of design, governance, and implementation recommendations. Consistent with World Bank Policy, the assignment does not include the hosting, operation, or maintenance of any online information platform.Tasks include evaluating the existing AMIS, designing the next-generation system architecture with a modular microservices approach, developing core platform modules including WebGIS and collaboration tools, integrating data from ASEAN members and partners, migrating content, rigorous testing, deployment on cloud infrastructure, capacity building with multiple training sessions, and knowledge transfer. A three-month post-development support and handover phase is included. Core Functions of Enhanced AMIS: The platform will integrate harmonized mineral geodata and ESG information, disseminate regional diagnostics and policy studies, support capacity building and peer learning, and facilitate investment through open-source information tools.
