Description
This is a notice of intent to sole source a contract under the authority of FAR 13.106-1(b)(1), only one source being available to meet the Government-s need. The contract is estimated for final completion by 07/31/2030.
The North American Industrial Classification System (NAICS) code for this procurement is 532490, Other Commercial and Industrial Machinery and Equipment Rental and Leasing with a small business size standard of $40 million. The FSC/PSC is 6515 - Medical and Surgical Instruments, Equipment and Supplies.
The Department of Veterans Affairs intends to solicit and base plus four option year contract, firm fixed price contract for ENT Scope Lease (Video Rhino-Laryngoscopes) and Preventative Maintenance to L1 Enterprises Inc., 618 W PATRICK ST, FREDERICK, MD 21701 USA. There are no other sources that will satisfy agency requirements for the necessary items and services.
Only the necessary scopes manufactured by Karl Storz are compatible with already purchased devices which are only compatible with the specific light source monitor and camera head. Lease of these scopes through L1 allow for uniformity of equipment and allows for current OR consumables to be spent without the duplication of costs to the Government. These specific models also ensure appropriate equipment is in place for reprocessing/sterilization as not to compromise patient care. Previous market research with the OEM shows that scope renewals are typically handled through the OEM but new lease requirements are deferred to Service Disabled Veteran Owned Small Business (SDVOSB), L1 Enterprises.
