Request for Proposals RFP No.040ADV-25-R-0010, Envelopes for Federal Smart Card CredentialsThe United States Government Publishing Office (GPO) is seeking proposals to purchase various sizedenvelopes for the production and delivery of secure federal credential issuance. The supplies must be placedagainst the contract in accordance with the Materials Management Acquisition Regulation (MMAR).GPO anticipates a Firm-Fixed-Price (FFP) type contract consistent with the Materials Management AcquisitionRegulation (MMAR II) 16.202.The Government intends to award one contract resulting from this solicitation to the responsible Offerorwhose proposal is in the best interest of the Government after evaluation in accordance with the factors as setforth in this solicitation in accordance with MMAR 13.106-2. The Government also reserves the right not toaward a contract in response to this solicitation. The basis of award will be in accordance with MMAR Part15.101-2, Lowest price technically acceptable source selection process. Award will be made on the basis ofthe lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-pricefactors and upon prices being determined fair and reasonable. Offerors must clearly review Sections L and Mof this RFP.Section L, Instructions to Offerors, of the RFP sets forth all instructions for the preparation and submission ofrequired proposal contents. Prospective offerors must submit questions by the deadline identified above toRebecca Nichols at email: rnichols@gpo.gov and cc: Nataliya Holl at email: nholl@gpo.gov. Prospectiveofferors must follow the instructions to submit the proposals specified in Section L.
