This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as applicable, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; (a written solicitation will not be issued) and quotations (quotes) are being requested. The solicitation number is RFQ-NIAID-25-2269934 and the solicitation is issued as a Request for Quotation (RFQ).
This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP), FAR Subpart 13.5 Simplified Procedures for Certain Commercial items. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 Effective August 7, 2025.

STATEMENT OF NEED
The National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Resources (DIR) has a need for a Environmental Monitoring System to monitor the temperatures of -80 freezers and liquid nitrogen tanks in each laboratory in Building 33. This is a critical procurement for scientific support for ongoing human research experiments that began before January 20, 2025 and are directly related to human healthcare and animal care studies.
