***The National Oceanic and Atmospheric Administration-s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), Earth Systems Research Lab (ESRL), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with INSTITUTE OF ELECTRICAL & ELECTRONICS ENGINEERS INC located in Piscataway, New Jersey for Wiley ebook library services to be performed online.
***The sole source determination is based on NOAA-s requirement that INSTITUTE OF ELECTRICAL & ELECTRONICS ENGINEERS INC is the only vendor that manufactures and distributes these Wiley ebook library services. IEEE grants Boulder Labs Library (BLL) a non-exclusive, non-transferable license to use its product. The license includes provisions for authorized uses, restrictions, and intellectual property rights. IEEE is the exclusive owner and licenser of IEEE-Wiley eBook and IEEE eLearning Frontlists. No other vendor can provide access to IEEE-s publications and educational content. While there is some overlap with what other databases can provide, no other source provides IEEE publisher-specific materials, (including publications by Boulder Labs employees), and IEEE online courses.
Period of Performance: Date of award to 3/15/2029.
***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
