- THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP). Fax responses and non-electronic responses will NOT be accepted. All responses must be submitted on-line through the SWIFT Supplier Portal before the Event Due Date and Time. Late responses will not be accepted. PURPOSE. To contract with a responder(s) to provide Excavators and OEM Attachments, which may be purchased by State Agencies and Cooperative Purchasing Venture (CPV) members, on an as needed basis.All interested responders are strongly encouraged to attend the non-mandatory pre-proposal meeting. This meeting will be hosted virtually with use of Microsoft Teams on Thursday, October 9, 2025 at 10:00 am CST. QUESTIONS.
