Pre-Solicitation: Synopsis of Solicitation FA465925R0001, Project JFSD240005 Base Paving IDIQ at Grand Forks AFB, ND (Construction)
Total Small Business Set-Aside (FAR 19.5)
PSC: Y1LB - Construction of Highways, Roads, Streets, Bridges, and Railways
NAICS: 237310 - Highway, Street, and Bridge Construction
The 319th Contracting Squadron at Grand Forks AFB, ND intends to issue a request for proposal (RFP) for a Firm-Fixed-Price - Requirements, Indefinite Delivery Indefinite Quantity Contract to repair pavement/roads on base to include but not limited to the construction of hot bituminous pavement with tack coat and portland cement concrete as directed. This notice isn-t a solicitation itself, a formal solicitation will be issued on or around 10 June 2025. The solicitation will result in a single Firm-Fixed-Price - Requirements, Indefinite Delivery Indefinite Quantity Contract. This acquisition will be solicited as a total small business set-aside IAW FAR 19.5. Applicable small business size standard is $45.00M.

A formal RFP will be issued via SAM.gov. Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking SAM.gov in a timely manner to obtain the solicitation and any amendments or other information pertaining to the solicitation.
IAW FAR 5.207(c)(16)(i), all responsible sources may submit a proposal, which shall be considered by the contracting activity. IAW DAFFARS 5305.204 and DAFMAN 16-201, the government restricts the participation and or the responses to formal RFP from foreign governments, contractors and entities. IAW FAR 5.207(c)(14)(iii), One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
