Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopsis of Proposed Contract Actions.
The Library of Congress (Library), Federal Library Information Network (FEDLINK), requires the continued access of Bibliographic Services, Resource Sharing Services, Discovery and Reference Services, and Collection Management and Analysis Services. FEDLINK intends to fulfill this requirement by issuing a sole source contract to OCLC, Inc., 6565 Kilgour PL, Dublin, Ohio, 43017-3395, United States. The period of performance is a base ordering period of five (5) years from 07/01/2025 to 06/30/2030.
This is not a request for quotes or proposals. Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, offering is equivalent or better in capability, would not be cost or time prohibitive, and would not hinder the mission of FEDLINK. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
FEDLINK reserves the right to proceed on a sole source basis if the conditions warrant it.
The Justification and Approval (J&A) to issue a sole source contract to OCLC, Inc., is posted with this notice.
