THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate on a sole source and award a purchase order to Mortgage Bankers Association, Washington, D.C. 20036 for FHA Multifamily Underwriting Training services.
This acquisition is being conducted using the procedures under Federal Acquisition Regulations (FAR) 13.106-1(b) “Only one responsible source and no other supplies or services will satisfy agency requirements” in accordance with 41 U.S.C. 1901(e)(2).
The North American Industry Classification System (NAICS) code for this requirement is 611430: Professional and Management Development Training. The PSC is U009: Education - Training-General. HUD anticipates negotiating and awarding a firm-fixed-price purchase order to Mortgage Bankers Association (MBA).
This sole source is Mortgage Bankers Association, who is uniquely qualified to conduct online training and is considered an industry expert in providing training courses for Office of Multifamily Production and the multifamily lending industry. The selected sole source service conducts training courses that are specifically designed for lenders and support HUD requirements and overall mission; to achieve a better understanding of the interplay of the use of tax credits with new construction and substantial rehabilitation projects insured under the FHA Section 221(d)(4) program.
The Office of Multifamily Housing requires the purchase of training services tailored to processing and underwriting FHA-insured mortgages under the 221(d)(4) new construction and substantial rehabilitation program that are financed with tax credits and the standards and guidance found in our Multifamily Accelerated Processing (MAP) Guide. MBA is the only acceptable source and no other vendor will meet agency requirements.
