Description
The Naval Air Warfare Center Weapons Division (NAWCWD) at Point Mugu, CA intends to award a hybrid Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) contract on an other than full and open competition basis to New Wave Design & Verification, LLC located at 10260 Viking Dr, Suite 250, Eden Prairie, MN 55344. This requirement is in support of the Cyber Test & Evaluation (T&E) Division, for the development of a Fibre Channel Diagnostic Tool and delivery of two computer interface circuit card, V1151 (400-01151-12-00) Switched Mezzanine Card (XMC) units. Completion of the development and delivery is expected to be twelve months from award of contract.

In accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, New Wave Design & Verification, LLC provides unique capabilities that are not available from any other source. New Wave Design & Verfication, LLC is the original designer and manufacturer of the V1151 (400-01151-12-00) XMC and is currently the only source with the requisite knowledge, experience, and technical expertise to modify and develop new capability within their proprietary Fibre Channel Diagnostic Tool. The modification of the current Fibre Channel Diagnostic Tool requires modification of the FPGA code on the V1151 XMC, where New Wave owns the proprietary intellectual property contained in this code.

This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency.
