  1. Description
  The USDA intends to issue a Request for BPA Call Order Proposals under the existing USDA‑wide Financial Management Support Services BPAs. The Government requires a certified public accounting firm to conduct an Agreed‑Upon Procedures (AUP) engagement over the Deepwater Horizon NRDA Restoration Funds. The AUP engagement covers the period of April 2016 through December 31, 2025, and includes verification of the Statement of Receipts and Expenditures and compliance with governing agreements, resolutions, and Standard Operating Procedures. The engagement shall be performed in accordance with GAGAS Chapter 7 and AICPA SSAE 18. Deliverables include the Independent Accountant-s AUP Report, a report of procedures and findings, and observations/recommendations.
  2. Competition
  This requirement will be competed only among the three existing Small Business BPA Master Holders under previously awarded Firm‑Fixed‑Price BPAs:
