Description:
The City of El Mirage is requesting proposals from qualified firms of certified public accountants for a three (3) year contract for Financial Statement & Auditing Services, with two one-year optional renewal years, at a competitive price. The financial statement and audit are to be performed as required by Arizona State Statutes and in conformance with generally accepted government auditing standards (GAGAS), the standards set forth for financial audits by the Governmental Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA), the Government Accountability Office-s (GAO) Government Auditing Standards. Also, with the provisions of the federal Single Audit Act of 1984 (with amendment in 1996) and requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).The City requires the contractor provide auditing services for fiscal years ending June 30, 2025, June 30, 2026, and June 30, 2027. The Contract shall commence May 1, 2025, and extend through April 30, 2028. The first extension (if offered) shall commence May 1, 2028, and extend through April 30, 2029, providing auditing services for fiscal year ending June 30, 2028. The second and final extension (if offered) shall commence May 1, 2029, and extend through April 30, 2030, providing auditing services for fiscal year ending June 30, 2029, subject to an annual performance evaluation, City Council budget appropriations, and the needs of the City. For contract renewal periods the Scope of Work will apply to the applicable subsequent fiscal year.
