Washington Headquarters Services (WHS) Acquisition Directorate (WHS/AD) is releasing this solicitation for Fingerprinting Support Services electronically only, through the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil with a notice and link transmitted to www.sam.gov. This electronic version of the Request for Proposal (RFP) is the official version for this acquisition. No hard copy of this solicitation will be issued. Offerors will be notified of any amendments to this solicitation electronically via PIEE. Offerors shall submit their proposals electronically via PIEE. Any proposal received after the due date and time specified for receipt will be considered late and will be rejected. The Government anticipates an award of a firm-fixed priced contract to the responsible Offeror based upon the evaluation factors set forth in this Request for Proposal (RFP) FAR Clause 52.212-2 Evaluation--Commercial Products and Services (NOV 2021) (Addendum). This Solicitation will be NAICS Code 561611 Investigation and Background Check. All Offerors must comply with the following instructions for proposal format and content. Proposals that do not comply with these instructions may render the Offeror ineligible for award. The Offeror shall submit documentation illustrating its approach for satisfying the requirements of this solicitation. Proposals must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Offerors proposal against the evaluation criteria. The documentation shall address all aspects of this solicitation and include the Offerors approach to performing and satisfying the requirements specified in the Statement of Work (SOW). The Proposal must comply with the entire solicitation. The offeror shall not take exception to any solicitation term.
