NASA/Goddard Space Flight Center (GSFC) issued a notice on July 7, 2025, with its intent to issue a sole source twelve (12) month contract extension for the Flight Dynamics Support Services (FDSS III) currently contracted with OPR, LLC. There is an update to the contract extension period. NASA/GSFC intends to extend the current contract's effective ordering period by eighteen (18) months versus the previously stated twelve (12) months. The extension will allow for continued performance and continuation of mission critical services under the FDSS III contract through April 30, 2026, which will allow time for the future acquisition strategy to be established.
The current contract is a Cost-Plus-Fixed-Fee (CPFF), Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract, 80GSFC19C0072. The rationale supporting this sole source award to OPR, LLC is in accordance with 41 U.S.C 3304(a)(1), as implemented by FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Maria McNamee, maria.l.mcnamee@nasa.gov and Claudia Canales, claudia.canales-1@nasa.gov not later than 4:30PM EST on August 21, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
