Defense Logistics Agency - Energy is seeking information on industry capabilities/interest/potential sources for the Receipt, Storage, and Issue of 620,000 barrels of Aviation Turbine Fuel Grade JP5 and 381,000 barrels Naval Distillate Diesel, Grade F76, totaling 1,001,000 barrels (fill capacity) of Aviation Turbine Fuel in Oahu, Hawaii. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI.
CONCEPT OF SERVICES OPERATIONS: Fuel services and operations would primarily consist of Receipt, Storage, Protect and Ship two grades of U.S. Government-owned JP5 and F76. All storage capacities and capabilities must be available and operational in a single location.
AREA OF CONSIDERATION: Oahu, Hawaii
ESTIMATED ANNUAL THROUGHPUT: Total throughput is to be determined at a later date for each 12-month contract period.
CAPABILITIES SOUGHT:
Storage of Aviation Turbine Fuel, Grade JP5 and Naval Distillate Diesel, Grade F76 totaling 1,001,000 barrels All product must be held at a single location Receiving and shipping dock berthing and mooring facility capable of handling tanker/barges on a 24 hours per day, 7 days per week basis outside of the military port. Must be capable of shipping to Joint Base Pearl Harbor Hickam (JBPHH) via pipeline. If the total storage capacity cannot be met, provide the capacity that can be supported.
