THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT THE REQUEST FOR PROPOSAL, NOR INFORMATION FOR BID.
The U.S. Army Corps of Engineers (USACE) Detroit District intends to solicit for the FY26 Saginaw Maintenance Dredging (MD) and Confined Disposal Facility (CDF) / Dredged Material Disposal Facility (DMDF) Maintenance project, located in Bay City, MI and Saginaw, Michigan. The project includes, but not limited to, Maintenance Dredging to address shoaling in the Upper River and Lower Bay as part of recurring channel maintenance to allow continued operation for its authorized purpose. This project includes routine maintenance of the government-owned CDF and DMDF. In the Upper River the dredging operation will be limited to the boundaries of the federal navigational channel. The dredged material will be placed in the DMDF. Maintenance of the DMDF will include mowing of cell 1 and perimeter dike and gravel placement on roads. In the Lower Bay, the dredging operation will be limited to boundaries of the federal navigation channel. The dredged material will be placed in the CDF. CDF maintenance will include perimeter and cross-dike mowing, and gravelplacement on roads.
The North American Industrial Classification System (NAICS) code for this work is 237990 (Exception), Other Heavy and Civil Engineering Construction, which has a small business size standard of $37 million (dredging) in average annual receipts.
The Request for Proposal (RFP) is intended to be issued as a 100% set-aside for small businesses.

The Government intends to issue a firm-fixed price contract.
