Description
This procurement is for the manufacture and delivery of JACKET, SOFT SHELL COLD WEATHER GEN III LAYER 5, NSN 8415-01-641-1633(s), PGC: 04057. The Layer 5 Jackets are procured in accordance with GL/PD 06-05B, 9 March 2015, pattern dated 7 May 2010.
This subject procurement will be split into 2 Lots for the following quantities:
Lot 1: Service-Disabled Veteran-Owned Small Business (SDVOSB)

The proposed solicitation will result in a firm-fixed price, Indefinite-Delivery, Indefinite-Quantity type contract. The contract will contain five 12-month Tiers.
This solicitation will be evaluated under Best Value Trade Off Source Selection Procedures with the following evaluation factors: 1) Product Demonstration Models (PDMs), 2) Past Performance and Confidence Assessment information, 3) a Surge and Sustainment Capability Assessment Plan (CAP) and 4) Price. Offerors are required to include Product Demonstration Models (PDMs). Evaluation will consist of PDM, Past Performance, a Surge and Sustainment Capability Assessment Plan and price.

Delivery Destination: VSTJ, VSTG, VSTZ

Production Lead Time (PLT) is 150 days for the first delivery order and 120 days for subsequent orders.
