Continue and complete the upgrade to the Dix, Ranges, and Lakehurst areas; it shall require installation of SiRcom equipment for interoperability and compatibility with the recently upgraded McGuire GV in Phase 1 and to achieve uniformity for the whole JB-MDL GV system. The upgraded GV system shall provide emergency messages, intelligible voice, tones, and pre-recorded alert notifications for the entire JB-MDL NJ populace. It shall be able to communicate over the existing Radio Frequency (RF) communications infrastructure. The upgraded stand-alone GV system shall provide sufficient intelligible voice coverage for the entire joint base populace with real time emergency alerting messages and accurate system health activities.
