The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst NJ intends to solict, negotiate, and make an award on a sole-source basis with goTenna, Inc. (CAGE: 73NG1) for the procurement of goTenna Deployment Kits including ProX2 units, Part Number: 900-00212-T30; EdgeRelay units, Part Number: 900-00215; and onsite training in support of the Joint Base McGuire-Dix-Lakehurst, NJ. The required equipment are required to create an organic external/internal communications network in the event of a loss of communication systems. The Government intends to award a firm fixed-price type contract.
The Government intends to solicit this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The goTenna Deployment Kits and EdgeRelay units are solely manufactured and distributed by goTenna Inc., the Original Equipment Manufacturer (OEM), who has confirmed that they do not have authorized distributors who can provide all of the required equipment. The OEM owns the proprietary rights to the drawing and design of this equipment and is not selling the rights to the Government. goTenna is the only source with the requisite knowledge, experience, technical expertise, and technical data to provide the required equipment. There are no other manufacturers or approved distributors identified that are able to meet the Government's requirement, and no other deployment kits can be sourced to meet this requirement.

However, the Government will consider all responses received within fifteen (15) days after the date of publication of this notice. Registration in the System for Award Management (SAM) at https://www.sam.gov is mandatory for consideration.
