Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order (DO) modification under N0001922G0002, N0001924F0014 to Bell Boeing (BB) Joint Project Office (JPO) on a sole-source basis to repair or replace Government Furnished Equipment (GFE) which currently resides at the Contractor-s facilities. This GFE supports A-Kit development for Engineering Change Proposals.
This effort will be a modification to an existing five (5) year DO. The planned award date is September of 2025.
This action is being awarded on a sole source basis to BB JPO in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BB JPO is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, BB JPO is the only source that possesses the totality of engineering and technical data required to perform this effort.
Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
