THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1, with Graphpad Software Inc.225 Franklin ST FL 26 Boston, Massachusetts 02110-2853, United States, as the only responsible source that can provide Graphpad license renewals. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2025-04 are incorporated.
The US Army Research Institute of Environmental Medicine (USARIEM) requires a Commercial off-the-shelf (COTS) software, Graphpad license renewal. GraphPad Prism is a commercial scientific 2D graphing and statistics software.
The features include nonlinear regression, with functionalities including the removal of outliers, comparisons of models, comparisons of curves, and interpolation of standard curves. The software allows the automatic updating of results and graphs and has functionality for displaying error bars. The features for usability include built in formulae, batch processing and standardization features, along with automated analysis and data validation. Purchase of these renewals are required to ensure the Graphpad software is at the most current operating level.The intended procurement will be classified under North American Industry Classification System (NAICS) 513210 with a Small Business Size Standard of $47,000,000. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product.
