***The purpose of this amendment is to notify offerors that discussions have concluded and to request Final Proposal Revisions (FPRs) in accordance with FAR 15.307(b). At this time the government has determined that a clear basis for award cannot be made from the proposals received to date. Therefore, all offerors are invited to submit a Final Proposal Revision, including final revised pricing, no later than 12 September 2025 @ 10:00 AM EST. FPRs shall be submitted electronically to Ms Jackie Handley at email address - Jacqueline.D.Handley@uscg.mil. Any proposals received after the stated deadline will not be considered. If an offeror does not submit a FPR, the government will consider the most recently submitted proposal as the offeror's final submission for evaluation and award purposes. Offerors are advised that failure to revise their proposal may impact their competitive standing in the source selection decision. All other terms and conditions of the solicitation remain unchanged.***
